Heard the author interviewed on the radio and he sounded like a nice guy. White (I assume) South African crime writer.
You need to follow the chronology of the chapters titled ‘The Icing Unit’, who appears to be a gang of (I think black) thugs/secret policemen in the pay of the security services, I think both pre and post-apartheid (a lot of thinking and uncertainty here). They appear to be absorbed back into society and then murdered possibly by each other.
Meanwhile, there is a parallel apparent main plot featuring a very undistinguished PI called ‘Fish Pescado’, who takes hash and his lawyer girlfriend rather more seriously than his PI-ing. In the author’s note at the end, it transpires that many of the killings carried out by the Icing Unit are real events.
